FastStone Photo Resizer is designed to make resizing of large numbers of photos on the move as easy as possible. Do you recommend it? Downloaded and installed on a Windows 10 machine in about 2 minutes and within 5 minutes had batched and resized 40 huge photos. Quality good. GUI is easy to figure out and worked without quirks. Installs smoothly and works fast, just as Editors said.

If you want the latter try Rentasoft Image Converter, you will see a shortcut to it when you right-click on an image.
I used this back on a Win7 PC and it worked great. But on Win8 it won't install. Trying it now I get a popup saying "Abort, Retry, Fail". I haven't seen this since Windows Additional info: Admittedly the size one specifies is not always exactly what turns out, but it is certainly close enough for my purposes.

This is a great product except for one thing: The resizing simply does not maintain the parameters that are set. I often have to do a batch several times to get it right. The percentage resize just is not consistent nor accurate. The worst thing, absolutely terrible is that it resizes even when that option is unchecked or set at percent.
For example, I wanted to add text I use text instead of a watermark jpeg to a batch but not resize the photos. This cannot be done; Faststone resized them from percent to percent. I have emailed customer suppport at leasgt three times to ask about this, and was never contacted. Yes, the app is free, but this is a major problem and certainly they can at least say "we can't change that" or "here's a workaround".
